Mine is doing the same thing. I do not know of a simple repair.
I think it is a fairly common problem in that the grid wears through the paint then into the metal. It gets wet, starts to rust, then bubbles the paint. You'll have to take
off the step grids (most are pop riveted on), then grind all the rust off. Prep, prime,
and paint the steps. I would get some thin rubber matting and line the bottom of
the grids before I rivet them back on. You should be good to go!!!
Just can't leave well enough alone!!
