The blue wire in the trailer harness is the reverse light wire, it goes to the brake solonoide under the tongue to allow you to back up. Check the blue plastic squeeze connecter at the solonoide, we have had issues with them corroding where it joins the wires and losing contact and locking the brakes when you try to back up.

how do i locate the soelenoid under the tongue? also, does the little lever under the hitch release the brakes? i backed the trailer up with no problem today

Just look under the tongue behind the coupler. The lever under there is for releasing the brakes after you back up and unhook from the trailer.
