Fishing is my wine, and I try to get drunk on it as often as I can
I wet sanded mine with 2000 grit to get most of the surface rust off. Turtle wax chrome polish works pretty good to for surface rust.
The S.O.S pads with soap.
Been doing that forever and a day.
Once they rust, they will rust very easy if not attended too. Elbow grease/fine steel wool/ and wax...
Age and treachery will always overcome youth and skill !!
If it's only surface rust, wad up some aluminum foil and scrub it with that. I know, it sounds crazy but it works.
Here's an old motorcycle fender I worked on with aluminum foil, one side is before and one side after. You can see what terrible shape it was in and it came out looking good:
Be sure to use a good polish after cleaning it up to prevent the rust from returning.
