I would estimate 6-8 mph, depending on what model tracker you have. Had a 9.9 on mine and would do 16 mph, but it had 15 carbs on it.

You will never see plane. A 9.9 will plane a 14' with two people but struggle, with the 16 you should at least consider a 15 HP . JMHO
