    1993 Johnson charging isuues

Looking to see if some of you guys can help me out? I have a 1993 Johnson...TJ150LETR 150 HP motor . This motor had set for the last couple of years until I got in a position I could get it back on the water. With some help of a friend of mine the carbs have new kits in them, new battery has been installed (optima).
The boat still has a little problem though...It didn't seem to be charging the battery....I have put a meter on the batter y while running the motor about 3500-3800rpm's, this still shows battery reference voltage(12.8).
I have a factory shop manual but have trouble understanding/completing some of the checks.
Here is what I can tell you:
    1) motor runs great when you get it started..top end seems right on.
    2) The Tach seems to be registering correctly...(although it doesn't drop below 2000 when engine is off)
    3) as stated earlier..at 3500 rpm...motor leads at battery only showing ref. voltage
4)I have checked the purple wire and does have battery voltage on it.

Where do I go from here? I don't have a carbon pile tester to load as recommended in the book. ...could the stator be bad if the tach is still working?
I am at a loss..any help would be apppreciated.

I also would like to hear any info about these motors I have had this one since new and it has always seemed to be a good one to me.

    Thank for any help,
    Matt Garrett

I can tell you this about the tach.

When you turn the key "ON", the tach should read "0"....
If it doesn't, then something is wrong with the tach.

When you turn the key Off, the tach could read anything. It doesn't matter.

No need for the carbon pile tester. Replace the VR/Rectifier. Loose the wing nuts and install SS hex nuts and lock washers or SS nylon insert nuts on your cranking battery posts. If it doesn't show a charge after 3,000 rpm then the VR needs to be replaced.
