If it is in gear, shift to neutral, when your tilt guage starts going down shift into forward. The tilt pump cannot overcome the pressure of the engine thrust under way (thats why you can't over trim underway, also what you are feeling at low speed is the thrust forcing the hydraulic ram down and it is trying to resist, so allow the hydraulic tilt to reach the trim cycle in neutral before you select a gear.

Try bleeding the T/T unit. Lower the motor to the floor, place a block of wood under the skeg so you won't damage it. Loosen the manual release screw and cycle the motor up and down 5 times (30 seconds on the up/down) tighten the screw and try it.
Tighten the tilt tube nuts and your issue will probably dissapear.
....My 225 did the same thing....I R & R the trim fluid and it went away...<>rob<>..
