Evinrude hot restart

I'm new to the forum. I have a 1999 Evinrude Ficht 115 HP model 04540781 that will not restart immediately after shutdown. I have to wait about 15 minutes before it will restart. The motor starts up cold beautifully, one kick and she's running. Under way it runs smooth and strong, at trolling speed it is fine. however if I shut it down, it will not restart until it "rests". My dealer is very experienced but is scratching his head. I bought the motor new from him.

Any ideas? Thanks

Have the dealer check the SAC circut after the engine is warm.
