A teal colored shrimp with no hooks and a funny looking coffee cup?
Tubo Rig, it is used to get bedding bass agravated into striking. The heavy cup sits on the bad with the shrimp inside, when you give it slack the shrimp floats up into the bed ( it is attached to the cup by a line). When the fish sees it, you pull it back into the cup as if it was hiding, rinse and repeat until fish is pissed, then replace with your favorite lure to catch the fish.
It's a bunny, and a chicken!
Discipline is the key, if you can't hack it, pack it!
My guess is one of those turbo lures. There is a leader between the turbo and the rearward facing shrimp. Obviously a hook in added at the ring on the shrimp as well. Very effective when fishing in tequila flavored waters. Another good choice would be the tiny umbrella lure with a maraschino cherry trailer.

You can add a hook on the shrimp, but most dont because it is very hard to keep the fish buttoned up with the big weight of the cup. Most just throw another lure into the bed when the fish is ready to strike.
