I've got a 1983 Evinrude 115 mounted on a 1983 Hydra-Sport. It's a single steering cable. I've been told that to change the steering cable, that the engine has to be removed from the boat.
Is this true, or is there an easier way?

Depends on the boat style. Sometimes they have enough room to come right out and others you an unbolt and slide the engine to one side of the transom to get the clearance necessary to remove the steering rod. If that doesn't give you enough room, then removing the engine is necessary..
