Water draining out of Livewell

I just started trying to use the Recirc feature on my livewells in my 2000 ZX202. I am filling the livewells up with the "fill" pump and then swapping the valve switch to "Recirc" and turning on the Recirc pump. The water in both livewells drops down to ~ 3" deep when I do this. Am I doing something wrong or is water leaking through my valves or something?

are the pumps closed, make sure your valves are in the out position or it will pump out the water you just put in.
