97 skeeter fuel tanks

On my 97 zx 202c it has two seperate fuel tanks with a switch between the two that has port, starboard, and then both written at the top and bottom. I understand the port and starboard selection but am a little confused on the both and why two choices of "both". I was told that if I put gas in one side with it on "both" it would fill both tanks but the other day when I filled the port side, it only filled the port side and never leveled out into the other side.

The "Both" means the engine will be fed fuel from both tanks. The selector valve just selects which tank is being pulled from to feed the engine. You have to independantly fill each tank when you add gas to your boat.
