Leaking motor mount hole in transom

On my 01 - 196, one of the bottom motor mount holes was leaking so I pulled jackplate and found the hole was elongated instead of round. I resiliconed it and 3 months later its leaking again. After drying it for several weeks, do I epoxy the entire hole & just use 3 bolt holes or re drill it ?

Definitely do NOT go with only 3 bolts!!! If the hole is elongated, it needs more than silicone, for sure!! Someone will be along to explain how long to dry it out, what to use to fill the hole so you can redrill, etc..
