I have a 1993 VLX 120 that had the same problem when the motor was set at 4.5 inches below the pad. I got some advice here from the BBC boards to raise the motor to 3.5 inches below the pad. Now the boat gets up on the pad it is faster drives great and is easy to control. I Hope this helps.
