sounds like it's time to up the pitch in props or play with your motor height, you could just have a large prop slip %. I'd recommend visiting the boat set up forum and taking a look at how to properly set up your prop to pad measurement. what pitch prop are you turning and what prop? There are a ton of variables, but knowing your prop to pad height, pitch of prop, and rpm will help. I would think at 5200 with the correct set up you should be seeing low to mid 60's
Are your power poles down? Something is not right with only 55mph. Maybe your not getting full throttle due to a needed adjustment.

I have the exact rig with two power poles, 36v trolling motor, (2) hds8s with a half a tank of gas and my gear I can run 72-73 alone and 69-70 with two people and livewells full. Im turning 6100 rpms with a 25 p t1 btw my jackplate is on the fifth notch
my prop is 2.25 inches below pad and my prop is a 25p T-1.

are you ventilating? Sure seems like you have the right numbers on your prop and prop to pad....Probably need to talk mark croxton in the props section and see what he thinks. I'm buy no means a set up guru, but I would think you would be seeing better results out of the set up you're talking about. Are you trimming? I could see those numbers if you were just trimmed down all the way and not trimming up....
