WOT - max revs and not max power revs !!!!

While looking to get a rebel prop for the viper prop it occured to me after reading seahorses data comparing various props of 21, 19 and 17 pitches

etec rev range is apx 4500 to 5800

Max power is generated at apx 5100 (I think)

so why spin a prop any higher that the revs that max power is generated

If for example you can spin a 23 inch prop at 5100 ( max power) why bother spin a 21 inch prop at say 5600 !!!!!

surely the biggest pitch at max power = better speed ??

or am I wrong

Even if you don't gain horse power going from 5100 to 5800 you still gain 700rpms.
