idleing at almost 2K, when i gun the hot foot a few times it will come down to normal most times. last time it did this the shop said "throttle cable was not allowing the throttle arm to return to idle, adjusted cable". how can i do this? the shop is way backed up with work.

If I were you I would unhook the throttle cable at the engine put it in the water and see if it still does it. If yes then its not the throttle cable. If no then it is a cable or hoot foot (if you have one) problem. I would say that it would be unusual for the throttle cable to get out of adjustment and cause your complaint. Sticking cable maybe. Clean and lube all linkage and see if it isnt fixed.
To answer your question you can unhook the cable at the engine there is a small nut on the cable that locks the clevis on the end loosen this nut and turn the clevis when everything is at idle you should beable to slide the clevis on the pin without moving it. Dont forget to tighten the nut.
