Shifter/Throttle is locked up or jammed

I just got done putting on new electronics and had to take apart what felt like half my boat to get wires pulled. I had to remove the throttle & remote control box to get where I needed to. I didnt take it apart but just unscrewed the 4 screws that hold the metal plate to the boat. I had to pull it back just a little but I didnt pull hard.

After reassembling everything, now my shifter will not go into forward or reverse (I have hotfoot if that matters). If I press the free accelerator button it will go forward and back but thats it. It is just stuck but I dont want to force it.

Any ideas on what I may have done or what I can do to fix this?

check to make sure hotfoot is all the way backto the stop if not it will not move ,pull back with toe
