spark plug wire change, when is it necessary?

I have a 2002 HPDI 200, and was wondering when I should replace the spark plug wires?

i take mine and clip about a 1/8" off of the plug wire then twist them back on the boot. Motor is an 03' and I have done this twice. I can tell a difference when I do it. just a suggestion
