How to adjust idle speed on 225 OX66??

Ever since I changed my throttle cables last fall, my idle speed has been low (around 500 rpm). When I put it in gear at idle speed, it runs rough, but does not stall. What should my idle speed be in gear and how do I adjust it??

There is a screw under cowl driver's side you can turn from the top I think...not sure so another poster will have to expand on this or you.
