1999 Mercury 200 Opti power head...

I am thinking of buying a 1999 Ranger 518 with a 99 Merc 200 opti that isn't running properly. The #4 cylinder doesn't have any compression. The owner thinks it needs a new power head. About how much am I looking at to replace that or get this problem fixed? Any ideas out there?

$3400 to 4500.
three years ago my local dealer charged $4500 to rebuild a 200 with a likewise dead hole. make sure its just a bad gasket or did the cycler possibly take the crank shaft???
