If we want to be "technical" about it, anything read on a web page is a "published work".
I personally don't care... but my recommendation to you would be to "send your friend a link" to the particular page. This is an acceptable method of passing along any published web information.
And since BBC is such a great site... you never know- they might sign up, and find even more useful information (not to mention, a great group of people too!)
