    When buying a boat in Calif.

    Is the dealer required to include any safety items?
    Like say, the Coast Guard Package?

    The boat I am buying is a 16 foot bass boat.

    No, they are only required to sell the item as listed. The only safety equipment I ever received when buying a boat was a paddle and lights.

    I think they would probably throw it in if you bargained with them and they saw they may lose a sale if they didn't.

    No, they're not required to include anything. It is the boat owner's responsibility to obtain whatever safety gear is required by your state laws. However, alot of dealers will offer a "package" of stuff, for a price, to make your life easier.
