Welcome to the BBC.
There were some problems with those motors but......there are some that are still running strong.
Do you feel lucky? IMHO...Keep shopping.
When I was in the market to buy a used boat I ran across a 99 150 ficht and like you i had question about this motor. Some say the problems are 98 and down some have said the 99 still had problems. I really wanted the boat so here is what i did. I am fourtante enough to live about 15 miles from what most people here in south central ky considers to be the best Evinrude mechanic around Kenny Parker. I took the boat to him before I bought it had him to look it over.He hooked it up to the computre and everything checked out OK. He also said the motor had the new updated design and it appeared to look like it had came from the factory that way because he said the motor looked like a wrench had never touched it. He also ran a check on the motor to make sure no warranty claims had been filed. Gave it a compression check and declared it to be good to go. Since then my mechanic has sold his shop all the equipment and retired. He has always done all of my OMC work in the past and will be truly missed by me. My advise would be to find a trustworthy mechanic and take it to him and find out what style of cylinder heads oil injectors and computer program it has on it. If it is the old style all I can say is turn and run that thing might just blow sitting there. If it is the new updated version and everything checks out dont be hesitant to make the buy. One thing i would like to add about the ficht motors is let them warm up enough that the thermostats are open before you drop the hammer. Those motors are built with strict cylinder wall clerances and ruuing them wide open cold is the kiss of death.
Sorry for such a long reply but I hope the information helps you out.

Buy the way I forgot to mention when I purchasd that 99 motor in 01 it had 60 hrs on it now four years later it probbaly has a couple hundred and knock on wood a wrench has never touched the power head. I have changed the impeller and plugs fuel filter lower unit oil on a regular basis. Prevenative mantince goes a long way.

Most worked OK, but because the '98 and '99 150-175 had some problems back when new, they have very little re-sale value. If it is in good shape, do not pay much for it, maybe 1/4 book price. The seller knows it is hard to get folks to buy it.
