Take a large vitamin bottle or similar bottle with a tight fitting lid that seals. Then place your papers in this bottle. Then take a plastic zippy wire tie and tie it around something in the boat. For instance, tie it around the wires under your console, attach it to your steering cable, or attach it around the wires on one of your batteries.

You are guaranteed a dry place for your papers for years to come.
