    1990 175GT Starting problems

Problem started 3 weeks ago. Motor starts off the ramp fine, fires right up. Runs great, no problems. Periodically, usually after long runs, I will fish for a while and then go to fire the motor. Motor will not fire. Let it sit for about 15-20 minutes and it will fire up. Primer bulb seems limp if I fish for a while. Doesn't matter if I pump the bulb up when its not firing. After the motor sits after not firing, and it finally does, I get quite a bit of exaust for a couple of seconds.
I replaced an inline fuel filter about a month ago. I'm wondering if it had something to do with that. Double checked the flow direction on the filter and its right. Should I have primed it in some way? Wondering if it is the fuel bulb. Any help is appreciated.

does it have a pump or do you have to prime the bulb manually?

Prime bulb manually. Looked under the cowling the other day and noticed that the inline filter was tilted at an angle and wasn't really sitting in a groove for the fuel line. Tilted down and put in that groove, ran the boat yesterday, no problems.
