Never tried this but I would think truck bed liner would go on good and stay.

clean it off w/ scotch brite pad. wipe down with acetone or mek. spray self etch primer the paint. it should stick good now. straight paint or standard primer wont bond to the metal like a self etch type will

Also a friend of mine used paint for like a BBQ grill after he primed his. Last time I looked it was still holding up.
Get a can of self etching primer. Make sure the motor is sanded down and smooth somewhat. Then clean with paint thinner and let dry. Then use the self etching primer and let dry then spray the motor. When i painted my outboard i was trying to locate the zinc chromate but friend of mine owns body shop said to use the self etching metal primer. It made the paint adhere alot better to the lower unit. If your going to use the self etching primer you will need to make sure that the motor is sanded down to the metal to ensure it adheres.
If it is a motorguide use some of the mercury branded black phantom paint. It worked good on my motorguide motor![]()
