You might could get something like a turkey or marinade injector. I'm not sure if the 3M capet gule would flow through the needle. You could it the viscosity is thin enough by using a safety pin and lifting the loose piece and then use the injector to place the glue under it. The other thing concern would be getting glue on the carpet. That"s my thought for making the repair.
