A buddy of mine just bought and old boat and can only achieve half throttle with the choke at least half on. We have adjusted a little on the idle/air screw but with little success. Im going to clean the carbs tomorrow after work but i could use a starting point for that idle screw. PS the motor will run like a top when not in the water.

No back pressure, IE not in the water, they will idle higher and sound good. In the water they have back pressure and will idle lower. If you're having to half choke it to get it to run right, then you're on the right track, sounds like a carb is running lean. Pull the drain plugs and assure yourself that all carbs are getting fuel, and as you stated, rebuild 'em.
Looks like we got it the two bottom carbs had a blockage in front of the pickup in the bowls. What a mess always run sta-bil before you park it.
