Proper cold weather starting procedure for 91 Johnson 200GT

I just bought it and it really doesnt like to start in cold weather. I replaced all the fuel lines from the tank to the motor and everything in between. I changed the plugs, drained the gas, and refilled the tank with good quality fuel with Sea Foam mixed in.
I leveled the motor, pumped up the bulb till hard, shift to neutral, held key switch in for 10 seconds and turn over the engine. Sometimes it sputters a few times and dies. Other times it just keeps cranking and never hits. I can pull the plugs "which look like they are wet" and spray a little fuel in the cylinders and it will start up and run. Once running it will run fine on the water hose. Am I missing a step?
Always had mercs and that was my stating proceedure.

Next time it sputters but don't start, crank without the choke and be ready to feather it when it does crank....

I do use the choke when trying to start. I continue holding key in while cranking. On the merc if i even touched the throttle before it takes off it would flood out. I heard a few people say the throttle needed to be slightly forward when cranking?
