Power Trim / Tilt ?

I have a 2002 Ranger 518 w/ a 2002 Evinrude 200hp. The problem i am having is the power trim and tilt goes up/down "very slowly and sometimes almost to a stop" and it goes up/ down slowly from any trim switch. They batteries are fully charge. When I am trimming the motor up, I hear like a air noise in where the piston are.... Could it need some fluid? How do I check that?

Right side top of the mounting bracket, looking from the rear of the boat, should be a big slotted screw. With the engine tilted all the way up, remove the screw. If fluid comes out it's good.

Thanks for the info...... I hope that is all I need............ What type of fluid does it take?
