first thing I would do would be to rebuild the carbs, clean 'em good, make sure every orifice is open. Reseal the lower, fresh fuel oil mix @ 50:1.
while you have the lower unit off change the water pump
I happen to have that motor but the powerhead is blown. I am selling the tnt and the lower unit, but if you need any other spare parts let me know...I'll hook you up.
