I was trying some new blade combinations for spinnerbaits and was using a 1/4 oz bait with a #2 willow blade in the front and a #4.5 in back.... the back blade spun fine, but the front blade didn't move. What's the deal? I checked the clevis and I could spin it with my hand, but not when the bait is in the water.

Yeah, that will make a difference for sure
You need to put a bigger clevis on. Or thats how I fixed the problem.
Make sure the convex side of the blade is facing out. also make sure the blade are is not bent "open" too much. Meaning not pointing straight up too much. you might need to bend the blade arm down toward the hook a little. Have at least 1/2" of space between your clevis and swivel.
