Is it illegal to place "hurtles" in the water?
I believe it is....
Considered same as litter here on Kerr...People do it all day long, but I dont think its legal.

What do you mean by "hurtles"? If you are talking some sort of structure then th answer would depend on what body of water your are talking about. Buggs Island for instance you are not supposed to do it per the corp of engineer rules. Obviously a lot of people still do it, but if you get caught there could be repercussions.
Yes by "hurtles" I mean man placed structure and cover.
Ive been told that you can goto bank, and pull rocks sticks and vines and sink that. Then you are legal. Kinda like if it came from the lake its legal deal, but if you add outside items(tape, cement, buckets) its illegal. Now im only speaking of Gaston/Kerr though.
I got buddies that sink pvc/cement all the time. Love to fish that with my crankbaits, but of course ive never done such an illegal thing. lol
why bother, just get yourself a HB SI and go find everyone elses stuff![]()

I work in construction and was thinking about getting some of the bigger wooden wire spools, adding some dry dog food and pea gravel in the center before sinking but don't want to get in any legal trouble.

Was thinking more along the lines of the north landing river, But if you want some i can get you some (have access to a bunch) as long as you IM me the coordinates were they are sunk.![]()

That is a good second question but the dog food would break up and dissipate eventually. I was thinking it would just put a jump start on getting the bait fish there.

Baiting isnt illegal at all, unless you leave the cans/bags that came with the food.
Guys that catfish tx's do it all the time before the start of tournaments.
Maybe not the most moral thing to do, but legal all day long.

Im going to sticky this for a bit so everyone can give opinions..
Its littering if it is not natural(logs, limbs, from the lake/river)..If you use plastic products(PVC, 5 gal buckets, plactic drain hoses), that would definitly be considered littering. I can see the gamewarden pulling into the ramp parking lot to just look around and theres a guy with a boat load of buckets with pipe hanging out.![]()
Christmas trees might be fine too.
Here is the regualation from the Corp rules regarding their reservoirs
"§ 327.20 Unauthorized structures.
The construction, placement, or existence of any structure (including, but not limited to, roads, trails, signs, non-portable hunting stands or blinds, buoys, docks, or landscape features) of any kind under, upon, in or over the project lands, or waters is prohibited unless a permit, lease, license or other appropriate written authorization has been issued by the District Commander. The design, construction, placement, existence or use of structures in violation of the terms of the permit, lease, license, or other written authorization is prohibited. The government shall not be liable for the loss of, or damage to, any private structures, whether authorized or not, placed on project lands or waters. Unauthorized structures are subject to summary removal or impoundment by the District Commander. Portable hunting stands, climbing devices, steps, or blinds, that are not nailed or screwed into trees and are removed at the end of a day's hunt may be used."

Basically it says if you do not have express permission from the corp of engineers via a license, permit, etc... then you cannot make ANY structure.
