looks like a bonding wire for the steering system
grounding wire maybe? don will know, I am just guessing!!

How important is this for freshwater boat that will never see salt water?
Engineers did have a reason for adding it.

For grounding on stuff like that leads to corrosion issues so definitely do it. Heck you could make your own ground wire if you had to or replace the ends.
