2008 250hpdi series 2 RPM issue post power head replacement

Need some help folks. Put a new OBR power head on my 2008 250hpdi. Prior to blowing last year was getting full RPMs 5800-6200 but now, post power head replacement I can't get over 5000 RPMs. Replaced all filters including the mystery filters during rebuild. I have a hydraulic jack plate and same prop I had before rebuild. I have full throttle with my hotfoot, that's already been looked at. Plugs replaced post breaking as well. Newly cleaned and flowed injectors from Hydrotech. Runs quite well without any other issues.Any thoughts or ideas of what to look at. Any help would be greatly appreciated.
