Sprint boat setup motor/prop help

Hi I’m new here guys, I have a 2000 model sprint bass boat single console. Just took off 200 Yamaha vmax and put a 2000 mercury 225 efi on it with bobs nose cone on a 12” manual jack plate. I’m current running a 25p Scorpion wheel and getting 71.2mph gps. However from my measurements only like an inch below pad. Water pressure 8-9 psi, I lowered it to 2.5 below pad and water pressure the same and lost speed to 68 mph at 6000 rpm’s. Need some advise please
