check with the dealer on the '09 warranty remaining and call the factory with the serial number to confirm.
The new '08 should have the 5 year coverage and the repower rebate or the free digital I-Command promotion as a new motor.

There are always changes every model year, one way or another. For '09 the noticable change was they dropped the CD igntion for a traditional ignition system with a longer duration spark which required a different the sparkplug type.

That would tend to have me beliver that there were some issues with the 2008 CD ignition.
By the way, what is CD?

Nope, no significant issues, just changes that factories do for less cost, engineering, emissions, etc.
CD or CDI is capacitor discharge (electronic) ignition that almost all outboards had since the late 1960"s.
You cannot tell any difference in running an '08 or an '09 150.

That's only on the 25" shaft motor, for mostly offshore and larger boats.
