pulled dash panel to check kill switch and found warning horn with 1 wire unattached. plugged wire up and turned on switch. instead of normal 1 second beep got steady beeping.
any ideas? is horn bad or a short in the circuit?

Your original horn did not give a self-test beep when you turned the key to ON, only a later model replacement horn will.
If it is a steady tone when hooking up the wire, then it is a short to ground in the tan wire circuit. Disconnect the oil tank wire at the motor and see if the sound disappears. If you do have a replacement horn that has the black ground wire on it, an internal short can also make it sound off.

my horn does have the ground wire in it. could this also cause a starting problem (no spark) if it is a short to ground?
no, if shorted to ground, the fuse wouild blow, then nothing would happen.
