The top bendix gear on my starter wont pop up and spin the fly? I assume that something is jammed or I just need some lubrication. If it is a lube issue whats the best way?

Sorry forgot to mention....97' 200hp Ocean Runner
Make sure your battery is fully charged. Mine will do that once in while if my batteries are down. I just switch over to my other battery or to both batteries and it pops right up and turns the motor over.
