I have A 130hp Evinrude '96 Model and when I start It Up It Runs fine after about 5 mins whilst at the ramp its starts to cut out never have A problem when moving at all,
whilst at idle If I lower trim It DiES completely If I Trim Motor Up higher It Runs but Revs Fluctuate From 1100 to 700 as well as that it Is spiting out alot of dark black oil from prop what could this be??

A model number would be nice, but first place I would check is the recirc valves on your motor, There are 4 on the front side of the crankcase (2 per side) follow the hoses from the block, you will find them there. They are small brass nipples that are 1 way check valves. Part Number 392988 suggested retail US is $15.28 each.
the model number is a little hard to see but im sure it is

That is close as it must be a model year mid season change number, regardless replace the 4 recirc valves with the part number I gave you and you should be good to go.
