Are you geting this reading while in the H20 or running it on the muffs? If it is on the muffs you should be OK. To set it correctly you really need an ignition analyzer hooked up as this is part of the sync n link process. You also need to verify head temps. The motor should be in fast idle untill the thermostats open then the motor's idle should drop to normal level about 650-750 in gear and jump up to about 800 in neutral. Your model number would help but cant look up your motor history via serial number due to age.
I'm getting 1000rpms in water and 1600 on muffs.

Welcome to the BBC.
Make sure the throttle cable is returning the throttle linkage to the stop.
Make sure there is nothing holding the throttle plates open, remove the air box and look at them.
The idle is controlled by one of the tabs on the timing linkage but Please check the things listed above before adjusting.
cable seems fine its getting to the stop
throttle plates are fully closed
You don't have any fuel leaks?
Fuel leaking out means air leaking in and air will cause a high idle.
I can't find any fuel leaks anywhere.
Any other suggestions?

Is this a tach reading that shows 1000 RPM?
Is the tach reading correctly?
Is the dial on the back set on 6?

You've gotten some good suggestions, but here are a few more.
Your motor has a QUCKSTART feature that advances the timing while the motor is cold until it warms up. IF the temp sender is faulty or if there is no continuity in the wiring, the motor will stay at about 1000-1100 rpm. The same applies if the thermostats are not allowing the motor to warm up, the timing will stay advanced.
There could also be the spark advance linkage sticking and not returning to the idle stop. Don't confuse this with the throttle linkage which could be sticking.
Thirdly, if the motor has black intake manifold gaskets and black carb gaskets, there could be air leaks allowing the motor to stay at a higher rpm than idle. Leaking carburetor side gaskets can do the same thing.
One way to tell is to check the idle timing per the service manual. If the timing is correct and the rpms are too high, then there is an air leak. If the timing is advanced, then there is sticking linkage or temperature related problems.
Good luck. It may be quicker and easier to enlist the services of a trained professional to check over the motor.
