Make sure the electirc choke is activating the choke lever under the cowling. Take the cover off the motor, and push in the electric choke switch, and see if the choke is engaging.
You can also manually choke it, using the choke pullout located directly under the cover, in the front of the motor.
They are a bit cold blodded, but as bullet proof as ANY outboard ever made!
