    Problem with new bearing seal

I'm having a problem installing a new bearing seal. The original was National 204017, but Napa only had CR 16069. Said they crossed and measurements were the same (I checked).

When I installed the new seal in the hub, I could not get it to go up on the spindle shoulder. I tried the other seal by hand, and I can only get it to go just barely up on the shoulder. I have to work it back and forth but it seems way too tight. ID is 1.625 and OD is 2.332 on both seals. Is there a trick to this? I understood the seal should go up on the spindle tightly to seal well, but not this tight. The original national number was for a single lip seal with no spring. Should I look for a different number with double lip and spring?

Do you have a UFP axle? The inner dimension for the seal with L-ring is 1.68 with the 2.33 outer dimension.
