I am not sure if I understand the wording but if there is no trailer attached you should be able to grab the ball and move the whole shaft that slides in to the receiver. there is always a little slop there.
p.s. here comes the snow again!
perform a "jack test" by latching the actuator to the tow ball, then, jack up the trailer with the tongue jack, if the trailer can lift the tow vehicle a couple of inches then you should be good to go...

If you mean how tight do you torque the ball.
It is:
150 FT/LBS for a 3/4 inch shank.
250 FT/LBS for a 1 inch shank.

Always use some grease on the hitch ball. If it's dry, you can actually unscrew the ball from the reese hitch.
