I am a big fan of Nikon scopes. Even the "cheap" ones are good quality. I have a Prostaff 3-9 x 40 BDC on my .270 and absolutely love it. I believe I found it on Ebay for about $120.

nikon all the way..........may be able to find some discontinued ucc's out there for that $$ with some searching

Depending on how quickly you need it you can find excellent deals on this site... I've gotten a lot of deals on scopes and gear over there myself.
If it was me in that price range I would try to get a slightly used but excellent condition Leupold VXII

Cabela's has a Zeiss Conquest 3x9 on close out in the Bargain Cave for $399. A little above you quote, but a very good deal.
You could look for a Leupold VX II in 3x9.
Consider a Minox series, they've raised the bar.
Bushnell 4200 or 3200 series.
You also may want to call Doug at camerlandny.com and ask what he has in that range that is best in the money. They have good deals on demos sometimes, and they may have something like a Vortex or other brand that is not Leupy, Zeiss, Nikon, Burris, or Bushnell that is a sleeper deal.
SWFA out of Texas is a very good source of optics too. The site has a forum and you can find a bunch of similar threads with a search.

There is a world of choices out there, but it is easier at a little higher price point.
I forgot to mention Sighttron. You may find one that works for you.
check natchez shooters supply they have great buys on scopes, for your price range you cannot go wrong with nikon, or you can get a vari x2 leupold, but the nikon gathers more light
