NO. There is some tendency to return to the "idle position" based on the spring pressure in the throttle plate shaft, but it IS NOT DESIGNED to act as a return spring.
It is absolutely critical that whatever throttle control you utilize can return the throttle arm "fully" against the idle stop (this requires a little adjustment when installing a hotfoot, which I suspect is where your question comes from)![]()

Your hotfoot will need to be set up (and the spring tension AND cable adjustment set) to ensure that the throttle arm returns FULLY and FIRMLY against the "IDLE STOP" on a CONSISTENT (every single time) basis.
If this is a "newly developed" problem on a hotfoot that functioned fine previously, you might check the backside and pivot point of the hotfoot. This area is known for collecting hooks, worms, lures, and various forms of "organic debris" that can interfere with proper operation.![]()

The "In-Control" has "the provision that with a companion adapter kit it can be used in conjunction with a hard throttle offering the best of both worlds."
I have a similar one that allows me to use the hand throttle or the foot throttle. The one draw back is that if you use the hand throttle, it will stay at that setting. You can push the foot throttle further down but it will only return to where the hand throttle is set.
I do like it when I am just out cursing along. It is like a curse control. Set it 4000 rpms and it stays there. It is also nice when putting the boat on the trailer. You can sit up higher and use the hand throttle.
One thing I always do is when I am going to run at high speeds. I put the hand throttle in gear running at idle and use only the foot throttle.
It was offered Land and Sea (I think). They are no longer available.

I personally am not too fond of the whole idea.... and would recommend that you go hotfoot or hand control, and stay that way.![]()
