What does Emm have to do with turning over isn't it a straight shot from ignition to starter solenoid and then starter then flywheel turns and everything else comes into play ,.I could be wrong and probably don't understand
My 04 200 had an issue like this. Do you hear a click when attempting to start it? My issue was intetmitent.I would hear the click then jump the solenoid and it would fire up I assumed it was a bad. Replaced and same issue maybe bad out of the box? Got another and same story. My engine had 2 relays between the solenoid and emm. I had no idea they would click. I called DFI for some advice and he told me about them. Replaced the one clicking and problem solved.
Now Ive got 3 spare starter solenoids. Haha

My saga continues, so I got the computer and pdp back yesterday all check and found to be running fine besides being on a 225 fuel map for a 225 HO motor. hooked it up turn the key fuel pump kicks on tach chirps but still not engaging starter. so this kinda leaves me in a pickle could it be the blue capacitor and I'm thinking it may be the 70 amp relay because when I touched it it was a little toasty.

Check the battery cables for internal corrosion if you have a good set of jumper cables hook them up in place of the boat's cables. Just testing purposes. I've seen that cause these types of issues.
Alright so I have check everything and I have led it all back to the pink and white wire that comes off the solinoid what does it do?

What voltage do you have on the primary side (battery side-line side) of the starter solenoid? What voltage do you have when trying to crank? If the voltage drops (primary side), you have a bad cable or loose connection...as stated by Championman. What voltage do you have on the starter side while trying to crank? If there is a difference, the solenoid is bad. Even thou its clicking, the contacts inside are pitted.
Replace the starter solenoid and the 70amp relay, $100. Better yet, replace all the relays, they are over 20yrs old and need to be on life support. Most likely the contacts are pitted in either the starter solenoid or the 70amp relay. Get genuine Evinrude parts if possible.
so after trial and error I figured it out, the solenoid NEEDS TO BE CASE GROUNDED. i kept getting none case grounded ones and they wouldn't work.
