Yes, I have found these rods to be more sensitive than the RSR from a rod blank sensitivity perspective and I understand exactly where you are coming from as I have been on a journey over the last 5-years to move away from my Evergreen and Megabass spinning rods to only using casting gear for all of my smallmouth bass fishing needs and it's been both interesting and sometimes I've had to eat crow because the hyperbole wasn't as accurate for a given JDM casting rod as I was led to believe.
A good case in point is the specific Olympic Vigore 71H you are speaking of, it's certainly near the top of the echelon of any JDM bottom contact casting rod I own but ultimately it lacks the sensitivity of rods such as the RSR, Racing Design Jigga Stick and Hustler Finesse Tune rods. On a related note, I have found the Gamakatsu Luxxe Efreet B70MH-F to be nearly the equal of my EG Orion Black Rose in sensitivity which is perhaps 10% less sensitive than the RSR which is certainly the most sensitive heavy football jig rod I own followed closely by the RD Jigga Stick.
As for sensitive finesse JDM bottom contact rods I have used for smallmouth bass fishing, I recommend that if you are seeking to make the same journey to migrate from spinning rods to casting gear and are having challenges with rod blank sensitivity, you should be looking at the Shimano 22 Poison Ultima 1611ML+, while it's on pre-order status, it's at least attainable. From this list, I've left out the truly "Unobtanium" finesse JDM casting rods such as the Daiwa Steez Racing Design STZ RD 641ML+XB-SMT and the incredible Sedition SDC-702ML Cristobal Limited-Insane Bait Finesse Terrorist (that is my favorite rod name by far out of all the Sedition rods I own)
