You can get water in there when it's on "auto", but you shouldn't when it's on "recirc". Maybe there's some crap stuck in the valve.
That is normal. Your livewells are an automatic type. Once you fill them up they will not let the water empty back out when you take off and run. A valve will close on its own when you put the boat on plane and keep the water from leaking out. I was worried about the same thing, figured if water could come in on its own then it would leak out on its own when running, but it won't. When on auto, the pumps will pump 1/2 fresh water from outside and it will recirculate 1/2 from inside the livewell to keep it all stirred up. When on recirculate it will just recirculate the water in the livewell. But unless your livewells are leaking and going empty when you run then they should be fine and the water coming in is normal.
