It is, but you need more than that.
I think it is 32 OZs to fill it. (but I may be wrong)

When you buy the quart size, you will also need the hand pump. Should be able to find the hand pump at Cabela's or your local boat store.

When you buy the hand pump, make sure you get the one with the Yamaha fitting. They are smaller than the Merc/Mariner fittings.
